How DF relates to the rural issues? 

India lives in villages. And India can very happily continue to live and prosper in villages if Rural Development is our priority - Development not being mistaken as Urbanization.  DF is highly sensitive for all the issues that relate to development and thus has planned to form a discussion group called TARKASH.

What is TARKASH? What is 4D TARKASH 4D Communities– TARKASH for development?

‘TARKASH’ is a Hindi word that means the metallic cylindrical case of arrows. ‘TARKASH’ is a network of people and their knowledge base that creates platforms for debating all the issues of development concern. The platforms and debate forums created by Tarkash are like the arrows in the quiver. As the arrows once out of the quiver, are aimed at the target, likewise the debate forums once set on are aimed at fetching the targeted objectives to the ground – development objectives.

Why TARKASH?

TARKASH is an independent platform which is harnessing the NETWORKING potential of ICTs and the strength of thought and enthusiasm involved in it. The Discussion drafts of TARKASH 4 D communities, once ready to be presented, would be sent to the decision makers for finding its valued place in the national agenda. TARKASH can prove its mettle only if it maintains it’s ‘No ties no boundaries’ policy in Communicating with the people. DF relates holistically to the cause of the Rural Development through TARKASH communities and forums, i.e. TARKASH 4 D Communities. 

How TARKASH would work?

TARKASH initiates various forums online and also during the offline – real-time sessions. The view points thus brought forward on the various topics would be centrally summarized and circulated from time to time. The suggestions and solutions from the TARKASH 4 D platform would become a part of the draft resolution on the Subject or the related issue. The team of mentors who would be involved in the organizing of a particular community would then be and converts them into a strategic work plan for Development.

• Presentation of Plans or strategic plan documentation to interested organizations or faculties to get support in policy and decision making.
